Typically a car starts encountering significant aerodynamic drag around
40mph.
To create "real down force" at lower speeds you'll need a very large
airfoil...more like a freakin' huge airfoil :-)
To use downforce for Solo2 events you'll need a small light car with a giant
wing similar to the one pictured at
http://www.tirerack.com/features/solo2/silversolo.htm .
I might also add that many add-on "ground effects" have no aerodynamic
advantage to them...they is just fur purrty.
