my rx7

i am looking to lower the gearing in my csp '84 rx7, is putting 13" wheels
with corresponding tires a valid idea, or would i mess up the balance of
the car if i left 15"ers on the front?  also, is brake cooling ducting
legal in csp? thanks for the help
