Yes you can run a car with a rotary.  The displacement is calculated with a
factor of 2 times the "displacement" - see 16.6.C in the Solo II rules.  For
a formula car, the weight for the car would appear to fall under the "up to
3 liters" rule which is 1285 lb with driver.  If you build the car with a
12A rotary to the C Sports Racing Rules, it only has to weigh 1114 lb with
driver (for a single seater).  CSR has some limits on engine port
configuration and carbs - see the GCR.  If you go beyond the port and carb
limits in CSR, you would end up in ASR and would have to weigh 1280 lb with
driver.
