Here's my perspective:

The 13B will displace 1.3 liters per revolution, it will take 3 output
shaft revolutions to cycle all the chambers and end up at the starting
point.  It displaced 1.3*3 liters in the 3 revolutions.

A Vet will displace 5.7 liters in 2 revolutions, it takes 2 output shaft
revolutions to cycle all the chambers and end up back at the starting
point.

If you want to compare displacement using the piston equivalent
(displacement per 2 revolutions) a 13B would displace 2.6 liters.

The rotory design can achieve higher rpms than a piston design so maybe
a 13B is better than 2.6 liters (piston equivalent).  On the other hand,
the odd shape of the rotory combustion chamber will cause it to be
thermodynamically less efficient.  So I say keep it at 2.6 liters.  

A pressurized rotory will act the same as a pressurized piston motor, so
multiply by 1.4.  That's 3.64 liters.
