Rule reads about the same. This falls under "if it doesn't say you can then
you can't" Rotors not mentioned, therefore could not be changed.

I would be astounded if the SCCA Solo2 Street Prepared rules said any such
thing.

Neither do I.  The latest info I have at hand here is from 1998.  It states:


14.6 Brakes.  Any brake line, single or dual master cylinder, vacuum
brake booster, brake proportioning valve may be used. "Safety breakers"
are permitted. ABS braking systems may be disabled, but not removed;
brake boosters may be removed or added. [1998]

Have there been any changes since then?
