There are three relays, one for each door "UP", and a
single common relay for "DOWN" (IIRC, the "DOWN"
relay is on bottom). Sounds like either there's no
power/problem to/with the "DOWN" relay's coil, or the
relay isn't completing the circuit.

I hope not! The rocker switch contacts may weld if a
short this high occurs. OEM on my car is a 35A auto
reset circuit breaker, which BTW is too large to
adequately protect the control wiring (should be
15A), but is sized to keep from tripping during pump
operation.

Correct. It's a three wire reversing motor.
