Headlights

Thanks to your help I finally got my Brick running. The only remaining 
problem is with the headlights. When I put them on they raise very little and 
have to be pulled up the rest of the way. They will not go down on their own. 
I do not know if it is a problem with the vacuum can in front of the radiator 
or some other part. Your help would be greatly appreciated. Thanks.
