You must be kidding, or else that cop is sniffing model glue himself. The
owner of the toy should have gotten a ticket for impeding traffic. In most
jurisdictions it is not legal to play in the streets. You yield right-of-way
to other (occupied) vehicles, pedestrians, and (sometimes) livestock; not
toys. Therefore the ticket is bogus. You should have called the chief of
police, or the state police. Talk to an attorney. You could sue to recover
any costs and damages. At the least your attorney could get the police or
prosecutor to nul pros the ticket. The cop is the one who needs to go to
traffic school.
