Stuck Air Valve

Has anyone experienced this problem:

My driver's door valve (upper) only seems to open under low pressure, but
when under max pressure it only clicks and won't open to fill the piston.

I've taken the valve apart, cleaned it and oiled it, but no response.

Any ideas?

P.S. The oil reservoir is full with new clean oil.
