That is good advice. Clean the battery terminals and cable ends
thoroughly. Use a wire brush. I've had similar experience where the
connections appeared clean, but brushing them fixed the problem. Since
your radio doesn't work it might be something else but cleaning the
terminals won't hurt in any case.
