Um, if the capacitor is big enough, there can be enough charge in there to
do SERIOUS BODILY HARM to the hapless toucher. Some of the really high-voltage
caps can fool you, too. Over long storage they can accumulate a charge just
from the air molecules rubbing their terminals.
"When in doubt, short it out"! Of course, this applies more to large
oil-filled filter caps, than to our little tiny "condensors", which probably
don't have enought "condensity" to hurt you.
