When I refinished my TR6 dash I did much the same as Scott except I
went with a Spar Polyurethane and was just careful around the holes in
the dash. The Spar poly is supposedly made for outdoor applications and
very UV resistant. This should help to keep it from yellowing in the
sunlight (I didn't want to have to do it over again in five years). 
When brushing around the holes always go toward the holes and bubbling
didn't seem to be a problem.
Mine ended up looking great (much better than the yellow, cracked,
peeling, chipped up old varnish).
