Illinois is a stickler for titles & plates. If you buy you must have a
valid title and it is best to transfer it post haste. A number of years
ago a law was passed that said you must have repair receipts to prove
your car was inoperable if you did not buy past plates. I had not bought
plates for 10 years for my MGA and when I got it back on the road I was
dreading the possibility of $500 in back plates. Several years before I
took a short trip (lucky for me I live in the state capitol) to the Sec.
Of State's office to do the same thing for my father-in-law and after
inspecting all the records and receipts they issued him plates. He had
delayed registering for a year while he rebuilt an insurance total.
Lucky for me, they did not question why the car wasn't on the road. I'm
not sure if the law is still on the books or not. We have big time
problems with all the car theft in Chicago. Auto rebuilders must have
state licenses. A friend of mine had a Midget that he bought out of
state, The title said a 68, but none of the parts would fit. Someone
told him cars were not always titled with the manufacture date but he
checked the VIN number against his title and found they did not match!
