Best way I've found is with a Unisyn and patience.

The Unisyn is a device that indicates airflow at the carb throat (you'll
do this a minimum of four times -- one for each -- and likely many more,
hence the patience factor).

I set the flow at around 2200 RPM, though engine RPM will vary as the
carbs are balanced.  Once balanced (i.e. airflow nearly identical across
all four), you will set the idle with the idle stop screw.
