Steve,

 The thing that you are missing is current flow (or load)  When you measure the 
voltage at
the connector there is no current flowing through the headlight to load the 
circuit down.
Connect the headlight again and then take the voltage measurements.  You will 
be able to
see a much decreased voltage at the back of the headlight.  Go back to other 
connections
inthe headlight circuit and you will find a point where the voltage is back up. 
 The bad
connection or defective wire willbe between that connection and the next one 
where the 
voltage is down.
