ignition troubles from start

70 spl311 Stock R16

symptoms:

In order to get the car to move without it backfiring and popping back threw
the carbs you have to over rev the engine. I checked the timing, the fuel
pump, carb floats. Everything checks out, its like their is no low speed
circuit? once you get going the car cruises with no problem, its just
getting it to speed is the problem.
