Before replacing the horns:

When you press the horn button, do you hear the relay clicking?
It is under the hood, should be up near the master cylinders on
the drivers side. With the hood open you should hear a "click".

CLICK... then check the horn grounds.

NO CLICK... most common is the little horn "tab" that rides against
the steering wheel. Part of the turn signal, tab is at the end of
a bent copper piece. Quite often just bending a little, and cleaning
it is all that is required.
