cam mounting help

Just had my valves done and cam and rockers ground. When I mount the cam in the 
cam towers and tighten caps, should you be able to turn cam by hand with 
everything tightened? I for get the rule there. The cam towers and cam are 
being put on a newly aquired head that has just been to the shop.
