Umm. Maybe a little math is required. Assume 200 lockwashers per car.
Assume 3 grams per lockwasher, average. That's 1.34 lbs. per car. Since
mass is a simple variable (directly proportional) in the acceleration
equation, the difference in acceleration will be the laden weight of the
car with driver divided by the laden weight minus lockwashers, say, 2350
lb, divided by 2348.66 lb, or, a net improvement in acceleration of
.057%. Making some gross assumptions about acceleration vs. lap time
around a typical track, that's a lap time improvement of one thousandth
of a second. To notice this difference would require about an order of
magnitude improvement in the accuracy of today's typical transponder.
Finding one additional horsepower would, instead, be about a 0.6%
difference in performance, or one order of magnitude greater than
removing all the lockwashers. 

Doing without the chicken-fried steak for a week would do as well as
getting rid of the lockwashers. <smile> A five-angle valve job on the
intakes would do much better, and take a lot less time....
