Sounds like deja vu all over again. 

The little holley regulators really bug me. Mine started to do the dance
last weekend. It's always the same--the pressure drops and you wind up
cranking it way up to make three pounds. It works fine and never goes high,
until some time when you're fiddling with it, it jumps up so you crank it
back down and then find three pounds is right about where it used to be. I'm
starting not to trust them. I guess I need to redo my system. I have two
pumps (rotary centrifugal--I think they are Carter but might be Holley) in
parallel with check valves on the outlet. I can reach seven pounds. The flow
rate is huge--about 5 GPM with both on, 3 GPM with one. 

I guess I need a bypass regulator, but I'll stick it in the back with the
pumps--I don't like the the idea of a long run of return line. What bypass
reg did you use and where did you get it?
