If in doubt get a bigger hammer. It's shock that gets the stub axles 
out, remove the steering arm and refit the nut so it is level with the 
end of the shaft,  then hit the nut/stub axle with a big copper hammer 
whilst resting it in the jaws of a vice, then hit it harder.
