okay - an important distinction is required here. The reduction of ZPPD in
the oils is not mandated by law. It is reduced in oils rated by the
American Petroleum Institute, aka API and the current spec with reduced
ZDDP is API SM.

Now, whether API proposed the standard to keep EPA from mandating the
reduced levels is a subject for another conversation. I personally have no
idea if this the case or not.

So, if you want oil with ZDDP, look for oils graded API SG. Higher than SG
(for example SM) API rating means reduced ZDDP. In the ones right after SG
the reduction is smaller in some brands than others.

Motorcycle oil and certain racing oils still have the ZDDP. The terms that
are used like "illegal for street use" are marketing hyperbole.

It's important to understand that in the US, all cars have had cats since
the mid-70's (please don't flame me about early 80's Hondas having no
cats). The point is that the vast majority of on-the-road cars in the US
have cats or were equipped with them from the factory. Any of these
catalyst equipped vehicles will have been effected by the presence of the
ZDDP (and other stuff). The move to sell over the counter products to
consumers is not aimed at us - that is racers and old car buffs - and if
nothing else changes the availability of the earlier API rated products
and products labelled "for off-road-use-only" should not change in the
near-term. The new API rated oils are meant for Joe Consumer and his
cat-equipped grocery getter.
