I've never seen them get wrapped around the axle about gutted  
interiors. They don't generally ban a car, they tell you what you need  
to change and expect to see some progress towards compliance. The  
exceptions are replicas and cars that are just too far over the line,  
like my TR3.  You shouldn't have a problem--or rather I should say the  
new owner shouldn't
