I reduced fuel pump pressure to something less than 3 1/2 psi and the 
leaking stopped. The float needle valves are stock not grose jets.
The fuel pressure regulator is  a holley with an adjusting stud. What 
fuel pressure regulators do you guys recommend? The fuel pressure
regulator wasn't as adjustable as I expected it to be with a range of ~ 
3 1/2 to 6 psi.

Removed, polished (very little)the main needles and the vacuum pistons 
now drop freely.
