Definitely should stay put.  In fact, there is supposed to be a flat on the
head of the pin, and a matching tab on the frame, to keep it from rotating.
But if it's not clamped firmly together, the pin will work back and forth
and eventually destroy the tab (found the same thing on my wrecked 3A).

Before doing anything drastic, I would try soaking it in PB Blaster for a
few days (longer if you have the patience) and then fabricating a simple
puller from high tensile threaded rod (available from MMC, etc, not the
threaded silly putty they sell at Home Depot), heavy flat washer (ditto) and
a suitable spacer.  Run a tap into the pin to clean up the threads; then
double-nut the stud and torque it lightly into the pin (to ensure it
bottoms).  

I believe this works much better than the method outlined at the link you
gave, because there is no side force applied to the pin to make it bind
(worse) in the frame tube.  You also want the opposing force applied to the
frame rail as close as possible, to reduce the chances of pulling the tube
out of the frame.

At any rate, I recently pulled a pin that may have been unmolested since
1956, and this method worked for me.  I thought sure something would break,
but it didn't.
