Barry -

Take the bolts off and put a thin coat of Permatex
copper silicon sealant on each side of the Cu washer. 
That should seal it.  Also, if you tightened it
loosely, you can tighten it to about 15 to 20 ft-lbs
of torque - the Cu washers need a little pressure on
them to seal.
