Door Check straps

Just seen one on eBay. Actually incomplete per the photo, which leads me to
ask:
Were these items designed (Ho hum?) just to stop the doors opening too far
or were they supposed to hold the door open as well?
Mine appear to be complete, per the book, but are in chocolate teapot
country as far as holding the doors open are concerned.
