Hi Gene,
I fear that, if you assembled the master cylinders using brake fluid, they
will have seized because the brake fluid absorbs water. Using red brake will
usually prevent this.
Forcing the cylinders will indeed damage the seals. 
I would suggest removing them and disassembling to see if they can be saved.
I presume that you are aware that aluminium cylinders should NEVER be honed.
With a blue interior the center of the dash should be blue but the dash top
pad should be black.

Hi All:  I've been under restoration over the past 4+ years, one of the
first things I did was install new ss clutch and brake lines and attached
already rebuilt masters however they sat all that time without fluid.  Tried
to depress each petal with fairly good pressure and no movement.  I'm
reluctant to put the pressure to it without any fluid to start the bleeding
process thinking I'll damage the interior o rings.  Or by charging the
reservoir will the fluid migrate to each master without issues?  
 
Second question....I'm going with a blue interior, so the only 2 areas that
remain black would be the top of the dash and dash center panel?
