Hi, Ned -
Yes, the light should go on when the ignition is turned on.  The power input
side of the light is fed by the white wire from terminal 2 of the ignition
switch.  Make sure the connection at the switch is clean and tight (it's the
one with the two white wires going into one connector).  If your windshield
wipers work, this connection is probably O.K.

The other side of the light is the brown/yellow wire from terminal WL of the
voltage regulator.   At terminal F of the voltage regulator is the larger
brown/yellow wire from terminal D of the generator.  Make sure all of these
connections are clean and tight.

The light is turned on by the current caused by an imbalance of voltage
between the power input on the white wire (12 volts) and the voltage sensed
out of the generator on the brown/yellow wire.  When it's less than 12
volts, the light comes on.  When the generator output reaches the full 12
volts, the voltage on both sides of the light is equal, there is no current
flow, and the light goes out.

I have cleaned up my instruments and reinstalled them with new O rings. The
generator light on the tachometer doesn't seem to work. Should that light go
on when the ignition is turned on?

I engine is not startable right now.
