I believe the arm should just pry off the shaft.  I have seen a few cars 
where owners have drilled and tapped through the end of the arm cover and into 
the 
shaft and pinned the two together with a machine screw apparently to solve a 
problem similar to yours. 

Are you sure that the arm is slipping on the shaft?  I have had problems with 
the gearbox faceplate's coming loose resulting in reduced and erratic arm 
movement.
