There has got to be many threads in the archive about this. The manuals are 
very good in explaining it. Even so, many people tune them wrong and use 
the throttle screws as idle adjusters.

Basics:
Take of the dashpot and level the jet body (the part that the needle goes 
into)to the surrounding "bridge" then lower 2 1/2 turns
Turn the big slow running screw all the way in then back it out 3 1/2 turns.
Loosen the choke screw so it isn't touching anything.

Start the car and adjust the mix till the smoke is clear (not grey-lean, nor 
black-rich).

Turn big slow running screw to get smooth slow idle. When you lift the piston 
tester screws slightly, the revs should go up slightly. 

Pull choke a bit till  the jet drops a tad. Set choke (fast idle screw) to open 
the 
throttle after the jet comes on. When the choke pushed in that screw should 
not touch anymore. Choke should do two things. First, it should make the 
mix richer by lowering the jet. Pull some more to actuate throttle speed.
