That is not normal.
But just to give you an idea on how things work behind the dash..
There are a couple of relays and a gas pedal position switch that work in
concert to provide this effect. When the OD switch is in the normal position
the overdrive solenoid should never be engaged. If the OD switch is in the
on position (Overdrive) then the solenoid will click on and you can hear it
whenever the shifter is moved to the 3-4 gear slots. The relays work to keep
the solenoid engaged even if the switch on the dash is moved to the normal
position and as long as the gear shift is in the 3-4 gear slots. You will
disengage this situation only if the throttle pedal is pushed about 40% (or
So) on its travel. This is done as a safety measure so that the overdrive is
only disengaged under accelerating conditions when in 3rd or 4th.
As someone else mentioned, it sounds like one of your relays is shorting
power to the gear shift position switch, which in turn feeds power to the
solenoid.
