Ned, in my exerience what you describe is fairly normal.  When I adjust I 
adjust it so that there as just a slight drag at the point that it rubs. 
Seems like on most cars you have to back off quite a bit to not get any rub 
at all.

Make sure the e-brake is completely released when you adjust.

When done you should have a nice firm brake pedal and good emergency brake 
function (assuming all else is well in both of those systems).
