The way I did it was to extend the steering wheel all the way out, then hold
the small end and twist the large end.  Should work like rolling a piece of
paper to fit into a round container.  The tighter you get the small end, the
small diameter the whole spring will be.

The chrome spring fascia that covers the steering wheel adjustment has come
out of its retainers. I have worked for 2 hours to try to find a way to get
it back in. Does anyone have a method of compressing the spring to get it
back in?
