I had no title and just a bill of sale. The MVD inspected the car and the 
VIN plate. The state police did a VIN search to determine the car wasn't 
stolen and I posted a security bond in the amount of the estimated value. It

cost about $400 including tax and license. The kicker is that they won't do 
the inspections of a vehicle until it's ready for the road, so it would be 
possible to really get hurt if the VIN turned up on the stolen list. They 
did find two hits on mine. As I recall one was a Winnebago somewhere back 
east and the other was a garden tractor in Florida. I don't have the plastic

tag so my new title just shows the numeric part of the VIN.
