Bill,
I think you are exactly right. Left over silicone brake fluid is still
present. I haven't used the stuff in 15 or 20 years. But I did remove
the brake lines for the engine bay paint, so there could have been some
drops.
I did not use a normal PrepSol type of cleaner. I used Simple Green,
Acetone, and TSP.
 The brake fluid cannister bracket is particularly bad with fish eye and
on that I wire brushed to bare metal then Eastwood red primer.
