Yes any good quality mineral oil within that range will be okay, but
best to look for a specific shock oil.

I know it may be hard to find, but Penrite make a two types of shock
absorber oil for lever stle shock absorbers.

My shop manual states that any good quality mineral oil in 20/20 weight
is
fine to use. Does this mean any engine oil including synthetic would be
ok.
