I would guess that it varies among drivers.  Dialing seems to me to be the
more distracting thing done with cell phones ( aside from texting ).  Holding
on to the phone while driving standard could mean that the steering wheel is
'hands free' at times.  Otherwise, only one hand is unavailable.



When you talk to someone while you are driving, do you insist on maintaining
eye contact?  I drove with someone who did that.  Unnerving!  :)
