Have a look at:
http://www.morbark.com/Service/belttorque.pdf
If the values are not given in the manual you can use the standard value 
for a given thread size for a given sort of thread (UNF, UNC, WW, Metric 
etc.), and grade.
There are similar sites giving you the standard torque values of other 
sorts of threads. Grade 8 is usually used in automotive applications.
