[Healeys] Dual Circuit Brakes

Says here dual circuit brakes were required for 1967 model year cars:

Anyone know why '67 BJ8s don't have dual circuit brakes?  Or were they not 
required on imports?  Or is the article in 
error?  Or .... ?
