Try PC-7 epoxy. Its the only epoxy which works as it stays flexible and 
bonds to the original material.

I used it for two BN1 steering wheels and it keeps without cracks.

This was a hint of a friend which is a professional steering wheel 
restorer. He also provided me with the right two pack, two pack 
transparent, paint which after nearly ten years still looks fantastic.

Really interesting to see that Matthew encountered the same problem that I 
did when I tried to restore a BN1 wheel using J B Weld.

I don't think there is any way to ensure that epoxy will bond thoroughly to 
the original plastic..
