The fasteners attaching the original engine serial number plate are not
actually rivets, but have a very "loose" thread and can be turn out to
remove the plate if a flat is ground on the head and a slot cut into it for
a screwdriver.  If not removed, the plate WILL either partially or totally
disappear in hot tank chemicals.

If the block is original to the car and if the number plate is in place the
best option would be to sleeve it. Don't allow it to be hot dipped or you
will loose the number plate. Sleeving will probably be cheaper than buying
an unknown block and then having to machine it to spec and it will restore
the bores to the standard dimensions and extend the life of the block
indefinitely.

I think he was trying to explore the non-sleeve option first before he went
down that route.  To be honest, I don't know if one option is better than
the other.
