As Ray G states, the first thing to check is the flex hose.  Even if it
is 'new' it may be old enough for the rubber to deteriorate.  No telling
when it was manufactured.

Next, check the return springs.  They may be stretched or weak.

Make sure there aren't any problems where the shoes contact the backing
plates.

I'm sure you have already checked for any kinks or twists in the hard
brake lines.
