I agree with Scott's recommendations, but the symptoms you report
suggest that one or even both the carb pistons are stuck. Put your
finger in the air inlets and see if you can raise the piston. If its
stuck remove the cover and lift it all off. Carefully loosen the
piston, oil it lightly and reassemble. If you have them both off at
the same time, don't mix and match the cylinders and pistons.
