Frozen Air Pump (71 MGB)

Need some advice:

Here in Politically Correct Land (aka Calif.) a car must have all of its 
polution system hardware connected and at least give the appearence of being 
functional. As many of you have discovered, disconnecting or having a 
non-functional air pump normally makes the car run better. Consiquently 
having a "frozen" air pump is not a major concern (just remove the belt and 
keep going). The problem must be faced, however when it comes to inspection 
time.

The air pump on the car has been "gutted" (interior vains removed) and the 
car always passes the Calif smog tests. 

Problem is that recently the pump "froze" and will not turn. Any ideas on 
how to free it up?  I'm trying to avoid having to replace the pump, 
especially as I only need it for an event that only occurs every 2 years. I 
also understand that air pumps are difficult to locate.
