Sounds like timing, but as Roger (?) said, start at the beginning: valves,
ignition, carb.

Also, it seems strange that the car was running OK _before_ the smog test, and
the problems started _after_ the test. It may be that the shop doing the
inspection "tuned" your ignition timing to get it to pass, and either left the
timing out of whack, or left the distributor clamp bolt loose, so that the dist
has been moving farther and farther out of position. 

Having been forced to leave the Great and Sovereign State of Texas (also known
as Gawd's Country) to obtain yet another degree, I almost envy you having to
put up with the Revenu-ers (i mean clean air nazis, oops, i mean smog
patrollers) 

Anyway, I once had an inspection-type guy "reset" the carb on my Buick.
Although they aren't supposed to change anything on your car, it happens. On
the one hand, they are doing you a favor, but I'd rather they keep their mitts
off my toys.
