Retard your spark a bit, lean out your mixture to where the car is almost 
choking and raise the rpm up to about 1200. It would really help at this 
point to have a gas tester. Otherwise you won't be able to judge how 
close you are getting.  Basically, as long as you are not burning 
oil and the carb is working properly, you will be able to tune to pass 
the gas test part. It won't be very driveable, but it will pass. Then 
retune...
