It means the shock isn't full yet.  Every time you work the lever arm up
and down, the hydraulic oil (or whatever substitute you've got in there)
is pumped down into the body of the shock.  If you've got the shock off
the car and clamped in a vise, it might take twenty or thirty strokes of
the lever arm, combined with filling the reservoir to spill point at the
end of each stroke, before the shock is full.......... and if you then
leave it standing overnight, it'll probably take more oil!

Needless to say, the above represents an extreme example of what can
happen when the blessed PO has neglected any preventative maintenance
since buying the car.
