take the distributor out and fit a new vacuum unit? >>

The "test" you described is a valid quick and dirty test of the V/A unit.
You should be able to see the point plate move as you apply a vacuum to the
unit.

One safety point here. Don't use you mouth to draw on the unit/tube. the
reason being is that in some cases, for various reasons, raw gasoline will
settle in the vacuum side of the diaphram and when you suck on the unit, you
can get a mouthful of gas. And that ain't good for your health!

Replaceing the V/A unit is fairly straight forward on the 25D distributor.
  Remove the Distributor
Unhook the pull arm from the point plate pin.
At the end of the advance/retard knob (opposite the diaphram) is a small
snap ring which looks for all the world like a bent piece of wire. Remove
this, taking care not to loose the littlebugger.
Unscrew the advance/retard knob until it is free of the shaft. Watch for a
spring steel detent in the distributor cavity. dont loose it either!
  Extract the V/A unit.
  To quote the Manual:
"Reassembly is the reverse of the above"

Hope this helps.

Rick
