If you were able to wet sand and rub the spray paint then it was laquer.
It is impossible to rub and sand enamal unless it has a hardner added to
it. Touch up paint never contains a hardner. It sounds to me like who ever
painted the car either failed to seal the surface or gave it a "20" coat
laquer finish. Never Never put more paint on than is needed. With laquer
stick to around 6 coats, this should give you plenty of sanding and
rubbing coats. Also if you use an orbital buffer you are less apt to
damage the paint, although it will take a little longer and not be quite
as glossy. When done give it a glaze and a coat of wax.
